The development and delivery of the programme is directed by our Strategic Board, Steering Group and Shadow Core Partnership. 


Strategic Board

The overall purpose of the Strategic Board is to ensure senior-level strategic commitment to improving service provision to people with complex needs and organisational buy-in to the Fulfilling Lives programme in Blackpool. The Board acts as a ‘critical friend’ and supports the programme’s development and delivery across Blackpool.


Steering Group 

The primary aim of the Steering Group is to help drive the Blackpool Fulfilling Lives Programme forward, providing guidance, smoothing the pathways and linking into the broader service network. The group assists with monitoring progress and promotes a wider understanding of the programme’s benefits within their respective organisations as Blackpool Fulfilling Lives develops and grows.

Shadow Core Partnership

The Shadow Core Partnership is made up of people with lived experience representing service user groups from the areas of multiple need in Blackpool. The group ensures Blackpool service users get a continued and unified voice in the programme.
